The Human Genome Project was set up by a group of Mondasian Scientists to send the seed of humanity out into the stars in order to start again before the Mondasian race died out completely. The Cybermen of Mondas objected to the project, considering the Human Gene to be obsolete. The fate of the Human Genome Project is decided in the first two episodes of Doctor Who Animeted, "Mondas" and "Equality".
