Synopsis[]
The Doctor and Gwen materialize in 1960's London and find that it is ruled by the God-Empress of Rome, who has ruled for 2000 years. They are captured by the Romans, and rescued by Celtic rebels; however, the rebels are betrayed and the Doctor is left behind. The God-Empress, Lydia, gloats over the Doctor: she has encountered him before, and it was he who inadvertantly helped her take advantage of the Cybermen to become immortal. The Doctor is rescued, and he, Gwen, and one of the rebels take the TARDIS back to AD 9 to attempt to prevent Lydia's rise to power.
The TARDIS crew find the a pair of Cybermen have convinced Emperor Augustus that they are gods. The Doctor discovers that the Cybermen have a damaged timeship they are trying to repair. The Doctor convinces Augustus' friend Maecenas and some others that the Cybermen need to be fought, but their attempts to kill the Cybermen with gold dust fail, and Gwen is captures. Livia prods the Doctor for information about the Cybermen, promising to release Gwen, but the Doctor refuses.
