The Doctor awakens in what appears to be England in the late nineteenth century, but the details are all slightly off. Blamed for inciting riots and put on trial, the Doctor faces a justice system which rests halfway between grossly rigged and utterly ludicrous, and all his most private thoughts are laid bare for all to see. The Doctor's life hangs in the balance, and the mystery of the world will be revealed when the clock strikes four.
Continuity[]
- The Ion Duke's line mentioning "a penguin detective" was intended to reference Frobisher, a companion of the Sixth and (briefly) Seventh Doctors.
- Mister Abernathy is called variously Aberforth (Dumbledore's brother in the Harry Potter series), Abanazer (the villain from the pantomime version of Aladdin), and Abercrombie (a reference to Abercrombie & Fitch) by the Ion Duke, much to his irritation.

- A 15-page draft script was done by James P. Quick before being totally redone by Scott D. Harris.
- Bloopers from Anne Lawrence existed, but were destroyed in the same hard drive crash that killed The Ride of the Headless Horseman's third episode.
- This story is the first to use the CP Studios Doctor Who Theme Arrangement by HardWire, and the first to feature a Next Time Trailer at the beginning of the end credits.
